L/SFR Sneak Peek: Budget Challenges Trickle Down to State and Local Governments

(This article was excerpted from the May 2 issue of Local/State Funding Report.) The pressures on state and local government budgets continue to mount as federal fiscal challenges seep down the food chain.

Some recent reports have suggested that state governments are starting to show signs of improvement, but the trickle-down impact of the recession is still finding its way into the bottom line of local governments.

On a recent conference call, Arturo Perez from the National Conference of State Legislatures said that key state-level concerns include increased spending pressures, the need to replace federal stimulus funds, revenue performance, structural budget gaps and federal actions that affect states, such as unfunded mandates.

Perez also noted that as financial challenges mount, the feasibility of making additional cuts becomes more challenging for states because many have already implemented substantial spending reductions.
