Same Situation, Different Day

Remember the California preacher last year who said that the world was going to end on May 21, 2011. Much was written about his doomsday warnings, and sects of believers were all set for the world to end that day. And then the fateful day came … and nothing happened. Life continued to go on as normal. The preacher even readjusted his doomsday prediction, set another date, and that day went off without a hitch. It’s June 22, 2012, and we’re all still here.

I mention this because I had been saying for some time now that June 21 was something of an “unofficial deadline” for the Office of Management and Budget to issue the final version of the 2012 Circular A-133 Compliance Supplement because it was the first day of the AICPA Not-for-Profit Conference. I fully expected OMB to finalize it by then, especially after last year’s version came out June 1. To my chagrin, OMB has yet to issue it in final form. The clock continues to tick as we wait for the final version. So much for my venture into prognostication!

However, I’ve heard from a couple of different sources that any changes from the draft version issued last month and the final version would be “minor.” If they’re so minor, let’s go ahead and finish it up, finalize it and get it in the hands of auditors and auditees to prepare for their programs.

I’ll leave this topic alone for now to mention another event coming up that the grants community may especially find interesting. The National Grants Partnership will host a webinar July 10, from 1:30 to 3:00 p.m. EDT. They warn that spots are limited so sign up early at http://ngpjuly2012.eventbrite.com/, but a recorded version will be available by July 16. Among the speakers will be OMB’s Victoria Collin, who is slated to provide the latest on the OMB’s grants management and single audit reform effort and the DATA Act and Sandy Swab, who will provided an update on the American Recovery and Reinvestment Act recipient final reconciliation and close-out process. This should be a very informative meeting. Hopefully the final compliance supplement will be out by then (maybe I’ll make that my adjusted “unofficial deadline.”)

What do you hope to hear from OMB about grant reforms? Let us know.
