Another Month, Another Year, Another Snail

snails81-300x225Another month has passed and here we are in a familiar position — waiting for the Office of Management and Budget to release the 2013 Circular A-133 Compliance Supplement. Oh yeah, remember that? All the talk lately has been about the proposed grants reform guidance, so the issuance of the compliance supplement has fallen under the radar.

OMB had said several weeks ago that it was in final clearance and that it hoped to issue the compliance supplement soon. Frankly, I didn’t think that this year’s supplement would have included as many changes as in years’ past, so I thought we would have seen it by now. Understandably, OMB has had its own personnel upheaval, with OMB Controller Danny Werfel’s recent move to attempt to tackle the IRS mess. Still, by June, the compliance supplement officially becomes late, and thus earns the appearance of our friend, the snail.

OMB hasn’t even taken the approach it took last year, when it issued a draft version of the supplement in May 2012 to inform auditors what would be included in the final version before making it final on July 24. This year, I’m not even sure something will emerge by June 20, the first day of the American Institute of Certified Public Accountants’ annual Not-For-Profit Industry Conference in Washington, D.C. I have traditionally liked to call the conference the unofficial deadline for the OMB to issue the Circular A-133 Compliance Supplement.

In my many years of covering grants management, it always seemed that OMB would find a way to actually issue the supplement before the AICPA’s Not-for-Profit conference so that all the auditors in attendance can discuss it there. Looking at this year’s agenda, however, I don’t see anyone from OMB slated to speak there. And with OMB now spending much of its resources poring over the comments to the proposed grants reform guidance (that’s a blog post for later this week), who knows when the compliance supplement will come out?

Now, I may have just jinxed myself. It may actually come out tomorrow. If so, I will be pleasantly surprised However, I’m not going to hold my breath for it. Meanwhile, the snail oozes along.
